In Arizona is very important that you have insurance in your vehicle.  That's by law.
Otherwise they take your vehicle to the impound and/or give you a ticket.
If they take your vehicle to the impound, you have to get insurance for that vehicle.
-If you don't have a driver license:  you can make a power or attorney POA., giving permission to someone who has a driver license to take the vehicle out of the impound.
You can also transfer the vechicle to someone else's name.  Or add the someone with a valid driver license to the title.  That way you can keep the same plate and is cheaper.
-If your license plate is not current:  you can go to any mvd or third party mvd (most of the check cashing provides this kind of services) and renew.  If your vehicle needs emission test, then you can request a 3 day permit or a 30 day permit. 
Or the final trick would be a 90 day permit.  But this one is hard to get, but someone who has a driver license from another state can get it,  he can say that he is the new owner and he is taking the vehicle to that state.

En Arizona es muy importante que tenga aseguranza en tu vehiculo.  Eso es por ley.
De no hacerlo, ellos pueden darte un ticket y/o llevarse tu carro al corralon.
Cuando esto sucede, lo primero que tienes que hacer es conseguir aseguranza en tu carro.
-Si no tienes una licencia de conducir:  puedes hacer una carta poder o POA, para darle permiso a otra persona con licencia valida de sacar tu vehiculo del corralon.  Tambien puedes transferir el titulo a nombre de otra persona.  O agregar al titulo a una persona con licencia valida,  de esta manera es mas barato y pueden conservar la misma placa.
