You can get only three 3-day permits a year per vehicle (12 months). And one 30-day permit a year per vehicle. No matter who the owner is and no matter who took the permits.
If you are having problems with the emission test, you need to go to the main office and show proof of that. They have authority to give you an extra permit.

Usted puede usar 3 permisos de 3 dias al año por vehiculo (en 12 meses). Y uno de 30 dias al año, tambien por vehiculo. No importa quien sea el dueño, y no importa quien haya tomado los permisos.
Si usted su auto esta teniendo problemas para pasar la emision, usted necesita ir a la oficina del estado y demostrarselo.. Ellos tienen autoridad para darle un permiso adicional.
